HISTORICAL AND BIOGRAPHICAL NOTES
Born November 13, 1937, in Rhode Island, Bill Boucher is a retired electrical engineering design consultant living in Kansas City. As a Democrat, Boucher served in the Missouri House of Representatives from 1992 to 2003 from District 48.

Scope and Content
Subject files cover a variety of legislative issues from 1998-2002 and include articles, clippings, and correspondence to and from constituents and other legislators. Those subjects relating to specific legislation may include copies of bills and amendments, committee minutes, witness appearance forms, and fiscal notes. A large amount of information is found on House Bill 1519, which distributed funds from the Gaming Commission to various programs such as honor guards at military funerals, early childhood care and education, and the Missouri National Guard Trust Fund. Substantial information can also be found on payday loans and the Liberty Memorial in Kansas City. One folder contains the minutes of the Joint Committee on Veterans Affairs (1998-2002), of which Boucher was co-chair.
