HISTORICAL AND BIOGRAPHICAL NOTES

Bill Skaggs was born January 24, 1942, in Sylacauga, Alabama. He graduated from Liberty High School and attended Central Missouri State University in Warrensburg. A U.S. Air Force veteran, Mr. Skaggs served as a delegate to the 1980 Democratic National Convention and was active in Clay County Democratic campaign activities.

Mr. Skaggs was elected to the Missouri State House of Representatives from the 34th District in 1982 and subsequently reelected four times (1984, 1986, 1988, 1990). In 1992, Rep. Skaggs was elected from the 31st District and reelected four times (1994, 1996, 1998, 2000) and served North Kansas City until 2003. Mr. Skaggs remains active in Kansas City political and public affairs.   

Rep. Skaggs chaired the Urban Affairs, the Administration Committee, and the Accounts, Operations, and Finance committees and served as chairman of the Board of Directors for the Missouri State Employees Retirement System. Mr. Skaggs also served as vice chair of the Public Employee Retirement (Statutory) Committee and for the Retirement Committee. He was also appointed to the Appropriations—Health and Mental Health Committee; Banks and Financial Institutions Committee; Commerce Committee; Consumer Protection; Education Committee—Elementary and Secondary; Tourism, Recreation, and Cultural Affairs; Rules and Joint Rules Committee; Joint Committee on Legislative Research; and Subcommittee on Redistricting for Congressional Districts 4, 5, 6, 7, 8, and 9.

Scope and Content

Bill files contain records of legislation sponsored by Skaggs and brought before the House and Senate of Missouri in the General Assembly from 1986 to1992. Folders may contain legislative calendars; correspondence from colleagues and constituents; hearing requests and testimony; lobbyist position papers, newsletters, pamphlets, statistics, newspaper clippings, and other supporting materials; and technical and interoffice memoranda.

Subjects of legislation include allowing counties to operate concession stands at state park facilities; allowing municipalities to appoint a jury supervisor; changing how property tax value from railroads and public utilities are distributed to all tax jurisdictions; changing the composition of county planning commissions; dividing assets required to place an individual in a nursing home; reassessing property taxes for individual citizens; protecting military service personnel from losing their children while posted overseas; purchasing American products and goods; requiring manufacturers to pay sales representative commissions within a special time limit; and exempting sales tax for World Cup games in Kansas City and the expansion of Bartle Hall. Other subjects of interest are liability of banks for environmental cleanup costs created by the borrower; reverse mortgages; and a special amendment to license antique cars.

In 1992, Rep. Skaggs filed a resolution to ratify the 27th Amendment to the U.S. Constitution. The amendment bars Congress from granting itself instant pay raises. Originally proposed on September 25, 1789, as an article in the original Bill of Rights, it did not pass the required number of states. It sat with no expiration date and in constitutional limbo for more than 180 years. Then, in the early 1980s, Gregory Watson, an aide to a Texas legislator, took up the proposed amendment's cause. The 27th Amendment was officially ratified on May 7, 1992. Folder 43 contains supporting materials pertaining to Missouri’s ratification.

Scope and Content

Urban Affairs Committee materials comprise this series. Supporting materials include session calendars listing bills assigned to the committee, originating legislator, hearing date, executive session date, and committee actions taken. Additional documentation may include committee minutes, correspondence, requests for hearing dates, lobbyist reports, petitions, roll call and voting records, technical and research memoranda, witness appearance forms and testimonies.

The Urban Affairs Committee heard legislation pertaining to domestic violence; addiction recovery residences; special improvement districts; low cost housing for the homeless; mutual aid agreements for municipalities; cost of incarcerating prisoners; regulation of health spas; hospital and ambulatory surgical centers reporting data to the state Department of Health; residency requirements for municipal officials; residency requirements, selection, compensation, and training of police officers; makeup of the Jackson County Sewer District Board; gambling in Kansas City; expansion of Bartle Hall in Kansas City; separation of the Kansas City Library from the school district; special Kansas City transit sales taxes; prohibition against the use of state funds for sports teams/stadiums that discriminate against or mock Native Americans (Kansas City Chiefs material); storm water control projects; affordable housing and eminent domain; temporary possession of abandoned homes by not-for-profit organizations; urban development, redevelopment, renewal, and relocation assistance; and the creation of historic preservation districts.

Under Mr. Skaggs' chairmanship, the Urban Affairs Committee heard two pieces of legislation considered controversial by Missourians. House Bill (HB) 1303, introduced in 1988, banned the operation of gasoline stations by petroleum company employees and required that all retail gasoline stations in Missouri be operated by retail service station dealers. This legislation generated the greatest constituent response; a representative sample of the 63 letters has been retained. Introduced in 1989, HB 469 allowed for the establishment of a gambling casino in Kansas City's Union Station. One sample of the identical response mailed to 17 correspondents opposed to the measure was retained.
