Be it resolved by the people of the state of Missouri that the Constitution be amended:

Section 2(a) of Article XII of the Constitution of Missouri is amended, to read as follows:

Section 2(a).  Constitutional amendments may be proposed at any time by a two-thirds majority of the members-elect of each house of the general assembly, the vote to be taken by yeas and nays and entered on the journal.
