EXECUTIVE ORDER
UNDER authority vested in the Governor of Missouri by Section 41.570, Revised Statutes of Missouri, 1978, as amended, and upon recommendation of the Adjutant General of Missouri, I hereby present in the name of the State of Missouri a CONSPICUOUS SERVICE MEDAL to COLONEL IRVINE S. APPLETON, XXX-XX-XXX, US Army, Retired, Disaster Planning and Operations Office, for his outstanding conspicuous service to the State of Missouri and the Nation.
Col Appleton distinguished himself by his outstanding service to the State of Missouri from 9 February 1970 to 29 February 1980. He served the Office of the Adjutant General of Missouri for two years as the Missouri National Guard's Inspector General during which time his vast experience and meticulous research resulted in invaluable guidance to the Adjutant General in technical and policy matters.
In 1972, he joined the staff of Missouri's Disaster Planning and Operations Office where he served with distinction in a number of operational and staff positions.
During the destructive floods of 1973, Col Appleton served as the State Disaster Liaison Officer stationed at the Federal Disaster Assistance Administration Field Headquarters in St. Louis, where for six weeks he coordinated Federal, State and local recovery efforts.
In 1976, at the request of Governor Christopher S. Bond, he wrote the State's first Fixed Nuclear Facility Emergency Plan to cover the Cooper Nuclear Station in Brownville, Nebraska.
In 1978, he drafted a new State Emergency Plan for the protection of life and property in Missouri in the event of a nuclear attack on the United States.
His professional competence and perceptive identification of problem areas was evident in his performance of every task he undertook. Col Appleton's outstanding personal example, intelligence, resourcefulness and dedication made him a source of inspiration and guidance to all with whom he worked, and reflect the greatest credit upon himself and the State of Missouri.
