EXECUTIVE ORDER
82-12

WHEREAS, there are over 60,000 employees of the State of Missouri engaged in providing services to the citizens of this State; and,

WHEREAS, finite resources limit the number of employees who may be hired to perform the services required of state government by its citizens; and,

WHEREAS, the only significant method for achieving an increase in the level of services provided to each citizen and resident in the State of Missouri is to enhance the productivity of each employee of state government; and,

WHEREAS, experience in other states and initiatives undertaken in individual departments within the government of the State of Missouri, indicate that it is possible to utilize management techniques and organizational methods to achieve increased productivity from employees in state government; and,

WHEREAS, the private sector of American society has achieved significant success in initiating productivity improvement measures, which measures may have a direct bearing upon the enhancement of productivity within state government; and,

WHEREAS, it is desirable to initiate the Missouri Productivity Improvement Program, and to provide a Citizen's Advisory Council to act as advisors to the Governor's staff, the Commissioner of Administration, and others responsible for enhancing productivity throughout state government;

NOW, THEREFORE, I, CHRISTOPHER S. BOND, GOVERNOR OF THE STATE OF MISSOURI, by virtue of the authority vested in me by the Constitution and laws of the State of Missouri, hereby establish the MISSOURI GOVERNOR'S ADVISORY COUNCIL ON PRODUCTIVITY. The Council shall be composed of fifteen (15) members, ten (10) of whom shall be appointed by the Governor, with seven (7) of those ten (10) being representatives of business and industry in the State of Missouri, one (1) shall be from a Missouri college or university faculty, one (1) shall represent local government, and one (1) shall represent organized labor; and in addition thereto there shall be two (2) members appointed by the Speaker of the Missouri House of Representatives and two (2) members appointed by the President Pro Tem of the Missouri Senate (with each of the two (2) members appointed by the Speaker and President being from a different political party); and the Chairman of the Executive Management Group appointed by the Governor for the purpose of coordinating the Missouri Productivity Improvement Program among the departments of state government shall serve as an ex officio member.

The Governor shall designate one of the members of the Council to serve as Chairman, and the Chairman shall call meetings of the Council. The State shall provide such staff assistance as is required by the Council, and reasonable and necessary expenses of the Council members shall be provided through the Office of Administration.

The duties of the Council shall be to advise the Governor, members of his staff, the Commissioner of Administration, and others seeking ways to enhance the productivity of employees of Missouri state government on methods for enhancing productivity, to identify new technologies and devices to that end, to devise methods for emphasizing productivity, and encouraging the exchange of information in regard to productivity, and to identify and supply private sector experts to oversee specific projects which are devised as part of Missouri's Productivity Improvement Program.

The Missouri Governor's Advisory Council on Productivity Improvement shall cease to exist on February 1, 1985, unless extended by Executive Order of the Governor executed prior to that date. Individual members of the Council shall serve at the pleasure of the Governor.
