85-11

WHEREAS, the preservation and use of historical records is important to an understanding and appreciation of the history of the United States and the State of Missouri, and

WHEREAS, the collection and preservation of historical records is necessary to ensure the dissemination and accessibility of documentary source material for the study of the United States and Missouri history, and

WHEREAS, the United States makes funds available through the National Historic Publications program for the subvention of part of the costs of printing and manufacturing volumes that have been formally endorsed by the National Historical Publications and Records Commission, (Commission) and

WHEREAS, the Commission considers requests for funding only if they have been approved by a State Historical Records Advisory Board appointed by the Governor, and

WHEREAS, it is necessary to identify and designate one person in state government as the State Historical Records Coordinator (Coordinator).

NOW, THEREFORE, I, JOHN ASHCROFT, GOVERNOR OF THE STATE OF MISSOURI, by virtue of the authority vested in me by the Constitution and laws of the State of Missouri, do hereby create and establish the State Historical Records Advisory Board (Board), and appoint a State Historical Records Coordinator. The Board shall be composed of eleven members appointed by the Governor. Four of the members shall be appointed for a term of three years, three of the members shall be appointed for a term of two years, and three of the members shall be appointed for a term of one year. The eleventh member of the Board shall be the State Historical Records Coordinator, who shall serve as Chairman. The Director of the State Historical Society of Missouri shall be an ex officio member of the Board.

The State Historical Records Advisory Board is assigned to the Office of the Secretary of State. Members of the Board shall receive no compensation for their service, but shall be reimbursed for their actual and necessary expenses incurred in the performance of their duties.

The Board shall be the central advisory body for historical records planning and for projects developed and carried out within the State of Missouri. The Board may perform such duties as sponsoring and publishing surveys of the conditions and needs of historical records in the State; soliciting or developing proposals for projects to be carried out in the State with Commission financing; reviewing records proposals by institutions in the state and making recommendations from these to the Commission; developing, revising, and submitting to the Commission state priorities for historical records projects following guidelines developed by the Commission; and reviewing, through reports and otherwise, the operation and progress of records projects in the state.

The Honorable Roy D. Blunt, Secretary of State, hereby is appointed State Historical Records Coordinator. The Coordinator is appointed to a four year term, and shall be the central coordinating office for the Historical Records Grant program in the State of Missouri.

The Board shall meet when called by the Chairman, but at least annually. The Board shall adopt written procedures to govern its activities. The Board shall report annually to the Secretary of State on its activities, and on the results of its studies, and shall include any recommendations in said report. This Order shall be effective immediately, and shall expire on April 1, 1988 unless renewed by an Executive Order executed prior to that date.
