EXECUTIVE ORDER
86-10

WHEREAS, I have been advised by the State Director, Emergency Management Agency, Office of the Adjutant General , that a natural disaster of major proportions has occurred in and around the City of Sikeston, Missouri and Scott and Cape Girardeau Counties, Missouri; that loss of life, injury to persons and damage to and loss of property is imminent as the result of tornadoes, high winds, rain and hail, and heavy surface water from May 15, 1986 to the present, and that the safety and welfare of the inhabitants of those affected cities and counties require an invocation of the provisions of Section 44.100, RSMo;

NOW, THEREFORE, I, JOHN ASHCROFT, GOVERNOR OF THE STATE OF MISSOURI, by virtue of the authority vested in my by Section 44.100, RSMo; do hereby declare that a state of emergency exists in those affected cities and counties of Missouri and that each city and county officially requesting assistance is hereby declared to be a disaster area, and do hereby authorize that the approved Missouri Comprehensive Emergency Preparedness and Disaster Relief Plan be activated and do further authorize the use of such agencies, personnel and equipment of the State as may be necessary for the preservation of life, property and the restoration of public facilities in those counties.

Furthermore, I do specifically authorize and order the Adjutant General, the Director of the Department of Natural Resources, the State Highway Commission and Missouri Conservation Commission and the Department of Public Safety or their designees to utilize personnel and equipment of their respective agencies in support of local government as may be deemed appropriate under the circumstances during the period in which this order is effective.

This order shall terminate on August 16, 1986, unless extended in whole or in part.
