EXECUTIVE ORDER
94-04

WHEREAS, Title XII, Social Security Act authorizes the Governor to request repayable advances for the Unemployment Trust Fund and to make voluntary repayment of advances; and

WHEREAS, federal law allows the Governor to delegate the authority to request advances and voluntarily repay advances; and

WHEREAS, projections of the balance of the Unemployment Trust Fund indicate the potential for needing additional advances and sufficient funds to make intermittent voluntary repayments;

NOW, THEREFORE, I, Mel Carnahan, Governor of the State of Missouri, by virtue of the authority vested in me by the Constitution and laws of the State of Missouri, including Article IV, Section 1, do, by this document, delegate authority to formally request and repay Title XII advances for the Unemployment Insurance Trust Fund to Sandra M. Moore, Director of the Department of Labor and Industrial Relations of the State of Missouri, in accordance with applicable federal law.

This delegation shall remain in effect subject to my rescinding of the same.
