EXECUTIVE ORDER
94-12

WHEREAS, the benefits of physical fitness and health are demonstrated by an improved quality of life, reduced stress and illness and increased life expectancy; and

WHEREAS, increased awareness of physical fitness and health are beneficial to Missourians of all ages; and

WHEREAS, the Governor's Council on Physical Fitness and Health has, in the past, increased awareness of these issues; and

WHEREAS, it is appropriate that the Governor continue this statewide effort to encourage all Missourians to become more physically fit and healthy;

NOW, THEREFORE, I, Mel Carnahan, Governor of the State of Missouri, by virtue of the authority vested in me by the Constitution and laws of the State of Missouri, do hereby reauthorize the Governor's Council on Physical Fitness and Health as follows:

Membership of the Council shall consist of twenty-eight (28) members. Twenty (20) shall be appointed by the Governor for two (2) year terms. Four (4) members shall be members of the General Assembly, who shall serve terms as determined by the Governor, and shall be appointed as follows:

The Speaker of the House shall appoint one (1) representative from the Majority Party and one (1) representative from the Minority Party. The President Pro Tem of the Senate shall appoint one (1) representative from the Majority Party and one (1) representative from the Minority Party.

Four (4) members shall be appointed by the Governor from state agencies, who shall serve terms as determined by the Governor and shall be appointed as follows:

The Commissioner of Administration and the Director of the Division of Tourism shall be appointed to the Council.

There will be one member appointed from the Department of Health as determined by the Director of the Department of Health and there will be one member appointed from the Department of Elementary and Secondary Education as determined by the Commissioner of Education.

The Governor shall designate one (1) member of the Council to serve as chairman and one (1) member to serve as vice chairman. The Governor may appoint an honorary chairman of the Governor's Council, in addition to the twenty-eight members designated from above. The Governor may appoint advisors and/or liaisons from allied health and fitness professions or other interested persons to provide a network between the Council and other associations. The chairman, in cooperation with the executive director, shall call meetings of the Council at least quarterly. The Office of Administration shall provide any staff assistance required by the Council. Members of the Council, advisors or liaisons shall receive no compensation for their services, but may be reimbursed for their actual and necessary expenses incurred in the performance of their duties.

The duties of the Council shall include but are not limited to: 1) advising the Governor, the Commissioner of Administration and others on ways to enhance the physical fitness and health of all Missourians; 2) improving the health and level of physical fitness of all Missourians through implementation of statewide programs; 3) improving the health and level of physical fitness of Missourians by fostering communication and cooperation between the health, fitness and sports communities and encouraging the exchange of information between these communities and the general public; 4) improving the health and level of physical fitness of Missourians through creation of private and public sector support for health, physical fitness and sports programs and policy; 5) designating the host of the SHOW-ME State Games and serving on the SHOW-ME State Games Steering Committee, Finals Organizing Committee and any other committees formed to direct the SHOW-ME State Games.

The Missouri Governor's Council on Physical Fitness and Health shall report annually to the Governor and Commissioner of Administration on its activities and on the results of its studies, and shall include any recommendations in said report. This Order shall expire on July 1, 1997, unless renewed by Executive Order prior to that date.
