EXECUTIVE ORDER
95-06

WHEREAS, Missouri should develop a comprehensive plan to promote higher student achievement through the use of technology; and

WHEREAS, Missouri's Outstanding Schools Act provides the basis for the improved use of technology in the classroom and will, in conjunction with other Missouri technology reforms, provide the components for a comprehensive plan to enhance student learning through the use of technology; and

WHEREAS, the Goals 2000: Educate America Act of 1994 (P. L. 103-227) provides federal resources to develop a strategy, unique to meet Missouri's needs, in which technology will be used to improve student achievement;

NOW, THEREFORE, I, Mel Carnahan,Governor of the State of Missouri, by virtue of the authority vested in me by the Constitution and laws of the State of Missouri, do hereby establish the Technology Task Force to fulfill the requirements of the Goals 2000: Educate America Act of 1994 (the "Act"),

  1. The Task Force shall include members who are experts in the educational use of technology and representatives of the State Goals 2000 Panel. Members shall be appointed by and shall serve at the pleasure of the Governor.
  2. The Task Force shall develop a plan for the use of technology to improve student achievement in Missouri. The plan shall be developed in collaboration with the governor, representatives of the General Assembly, the State Board of Education, institutions of higher education, appropriate state agencies, local educational agencies, public and private telecommunication entities, parents, public and school libraries, students, adult literacy providers, and leaders in the field of technology.
  3. The Task Force shall perform all duties required by the Act.
  4. Task Force members shall receive no compensation for their duties, but may be reimbursed for reasonable expenses associated with these duties.
  5. The Department of Elementary and Secondary Education shall provide staff assistance to the Task Force as needed.
  6. The Task Force shall submit a report to the Governor and the Commissioner of Elementary and Secondary Education no later than September 1, 1995, unless extended by subsequent executive action.
