EXECUTIVE ORDER
NO96-06

WHEREAS, the State of Missouri has enacted Sections 454.010 to 454.360, RSMo (commonly referred to as the Uniform Reciprocal Enforcement of Support Act or "URESA") designed to improve and extend by reciprocal legislation the enforcement of duties of support with other states and foreign jurisdictions; and

WHEREAS, Missouri's URESA law provides that reciprocity may be extended to any foreign jurisdiction which has enacted a substantially similar reciprocal law; and

WHEREAS, there is no specific provision in Missouri's URESA law designating which state official is to approve the declarations extending reciprocity to foreign jurisdictions under the URESA and such designation is needed to clearly delineate who has authority to issue such declarations.

NOW, THEREFORE, I, MEL CARNAHAN, GOVERNOR OF THE STATE OF MISSOURI, pursuant to the authority vested in my by the Constitution and laws of the State of Missouri, do hereby designate the Director, Missouri Department of Social Services as the state official authorized to issue declarations of reciprocity under URESA establishing reciprocal relations with international foreign jurisdictions which have enacted substantially similar reciprocal laws to that of Missouri. In addition to notifying the foreign jurisdiction of the declaration of reciprocity, the Director of the Department of Social Services will notify the appropriate officials within the state to include prosecuting attorneys and circuit court clerks.
