NO. 97-11
WHEREAS, the main water lines burst in the City of Richmond during the evening hours of September 1, 1997; and
WHEREAS, the City of Richmond is without water as a result of the burst of the main water line; and
WHEREAS, this disaster causes a hazard to public health and safety and is beyond local capabilities; and
WHEREAS, these conditions necessitate the provision of emergency relief to the citizens of the distressed area; and
WHEREAS, on Tuesday, September 2, 1997, at 0001 hours, an emergency was declared in the State of Missouri.
NOW, THEREFORE, I Mel Carnahan, Governor of the State of Missouri, by virtue of the authority vested in me by the laws of the State of Missouri, do hereby order and direct the Adjutant General of the State, or his designee, to forthwith call and order into active service such portions of the organized militia as he deems necessary to protect life and property, and aid state and local officials with emergency water response and recovery, and to provide such other assistance as may be authorized and directed.
