WHEREAS enhancing the economic and social vitality of Missouri's communities is a priority for state government; and
WHEREAS, the economic strength of central downtown and revitalization districts throughout the state is important to the economic vitality of the state as a whole; and
WHEREAS, the placement of state buildings and facilities in the central downtown or revitalization districts of urban cores, suburbs, cities, towns and rural communities can improve their economic health and population stability.
NOW, THEREFORE, I, Bob Holden, Governor of the State of Missouri, by virtue of the authority vested in me by the Constitution and Laws of the State of Missouri, do hereby issue the following order:
(a) State buildings and facilities, whether state-owned or leased, shall be located in central downtown or revitalization districts in urban cores, suburbs, cities, towns and rural communities throughout the state when consistent with public service requirements and with historic preservation efforts and when economically prudent.
(b) The Office of Administration shall establish policies and procedures to implement this order. Such policies and procedures shall be compatible with current authority, including existing state procurement statutes and regulations. The policies and procedures shall also be consistent with laws and regulations that are designed to ensure access to public facilities for people with disabilities, to protect human health and safety and the environment, and to promote energy efficiency. These policies and procedures should impose the least burden on the public and provide the maximum benefit to society while encouraging the revitalization of Missouri's downtown centers and efficient and coordinated growth outside downtown centers. All other state agencies and departments shall assist in this implementation upon the request of the Office of Administration.
