• Executive Order 1 - Governor Matt Blunt authorizes the director of the Department of Transportation to temporarily suspend certain commercial motor vehicle regulations during regional or local emergency declarations. (Jan. 2)

• Executive Order 2 - Governor Matt Blunt declares a State of Emergency and directs the Missouri State Emergency Operations Plan to be activated due to severe weather that began on January 12, 2007. (Jan. 12)

• Executive Order 3 - Governor Matt Blunt activates the state militia in response to the aftermath of severe storms that began on January 12, 2007. (Jan. 13)

• Executive Order 4 - Governor Matt Blunt gives the director of the Department of Natural Resources the authority to suspend regulations in the aftermath of severe weather that began on January 12, 2007. (Jan. 13)

• Executive Order 5 - Orders the Breath Alcohol Program to be transferred from the Department of Health and Senior Services to the Department of Transportation. (January 30, 2007)

• Executive Order 6 - Orders the transfer of the collection of surplus lines taxes from the Department of Insurance, Financial Institutions and Professional Registration to the Department of Revenue. (January 30)

• Executive Order 7 - Orders the transfer of the Crime Victims’ Compensation Fund from the Department of Labor and Industrial Relations to the Department of Public Safety. (January 30)

• Executive Order 8 - Extends the declaration of emergency contained in Executive Order 07-02 and the terms of Executive Order 07-04 through May 15, 2007, for continuing cleanup efforts from a severe storm that began on January 12. (February 6)

• Executive Order 9 - The Commissioner of Administration is given the authority to replace vehicles in the state vehicle fleet and to explore ways to reduce costs associated with ground transportation for work-related purposes by state employees. (Feb. 23)

• Executive Order 10 - Governor Matt Blunt transfers the Governor’s Advisory Council on Physical Fitness and Health to the Department of Health and Senior Services, reduces its membership from 29 to 16, and lays out its organization and duties. (Feb. 23)

• Executive Order 11 - Governor Matt Blunt designates members of his staff to have supervisory authority over executive departments, divisions, and agencies.  (Feb. 23)

• Executive Order 12 - Governor Matt Blunt requires state agencies that administer or sponsor a state or federal health care program to develop a plan to improve their health care information technology. (Mar 2)

• Executive Order 13 - All state agencies are to audit all contractors doing business with the state to ensure that their employees are legally eligible to work in the U.S. All future contracts may be cancelled immediately without penalty if the state has reasonable cause to believe the contractor has knowingly employed individuals not legally eligible to work in the U.S. All state agencies shall require every contractor who does business with the state to certify in writing that their employees performing services under the contract are legally eligible to work in the U.S. (Mar. 6)

• Executive Order 14 - Gov. Matt Blunt creates the Missouri Mentor Initiative in which up to 200 full-time employees of the state of Missouri are eligible for one hour per week of paid approved work to mentor young people in Missouri public primary and secondary schools for up to 40 hours annually. (April 11)

• Executive Order 15 - Gov. Matt Blunt increases the membership of the Mental Health Transformation Working Group from eighteen to twenty-four members.  (April 23)

• Executive Order 16 - Gov. Matt Blunt creates the Crime Laboratory Review Commission within the Dept. of Public Safety for the purpose of providing independent review of any state or local MO crime laboratory receiving any amount of state-administered funding. (June 7)

• Executive Order 17 - Gov. Matt Blunt activates portions of the Missouri National Guard in response to severe storms and potential flooding. (May 7)

• Executive Order 18 - Governor Matt Blunt declares a State of Emergency and directs the Missouri State Emergency Operations Plan be activated in response to severe storms that began May 5. (May 7)

• Executive Order 19 - Gov. Matt Blunt authorizes the departments and agencies of the Executive Branch of Missouri state government adopt a program by which employees may donate a portion of their annual leave benefits to other employees who have experience personal loss due to the 2007 flood or who have volunteered in a flood relief effort. (May 7)

• Executive Order 20 - Governor Matt Blunt gives the director of the Department of Natural Resources the authority to suspend regulations in the aftermath of a flood emergency. (May 7)

• Executive Order 21 - Employees of state agencies of the Executive Branch shall receive at least one annual employment evaluation which shall be recorded in the Productivity, Excellence and Results for Missouri (PERforM) State Employee Online Appraisal System. (July 11)

• Executive Order 22 - Gov. Matt Blunt declares a State of Emergency and directs the Missouri State Emergency Operations Plan to be activated due to severe weather that began on June 4, 2007.  (July 3)

• Executive Order 23 - Governor Matt Blunt activates the state militia in response to the aftermath of severe storms that began on June 4, 2007. (July 3)

• Executive Order 24 - Gov. Matt Blunt directs the Commissioner of Administration to establish the Missouri Accountability Portal that allows citizens to view the financial transactions related to the purchase of goods and services and the distribution of funds for state programs. (July 11)

• Executive Order 25 - Governor Matt Blunt declares a State of Emergency and directs the Missouri State Emergency Operations Plan to be activated due to severe weather that began on August 19, 2007. (Aug. 24)

• Executive Order 26 - Gov. Matt Blunt creates a multi-agency task force to address the concerns associated with feral hogs in Missouri. (Aug. 30)

• Executive Order 27 - Gov. Matt Blunt declares a drought alert for 23 Missouri counties and directs the Director of the Department of Natural Resources to designate a chairperson for the Drought Assessment Committee. All state and federal agencies are to participate as needed. (Sept. 7)

• Executive Order 28 - Gov. Matt Blunt rescinds Executive Order 05-16. (Sept. 10)

• Executive Order 29 - Gov. Matt Blunt reorganizes the Governor’s Advisory Council on Aging and assigns it for administrative purposes to the Department of Health and Senior Services. (Sept. 17)

• Executive Order 30 - Governor Matt Blunt designates members of his staff to have supervisory authority over certain departments, divisions, and agencies. (Sept. 13)

• Executive Order 31 - Gov. Matt Blunt creates the Rural High-Speed Internet Access Task Force to deal with the lack of high-speed Internet access in rural Missouri communities. (Oct. 10)

• Executive Order 32 - Gov. Matt Blunt declares that state offices will be closed on Friday, November 23, 2007. (Oct. 23)

• Executive Order 33 - Gov. Matt Blunt declares that state offices will be closed on Monday, December 24, 2007. (Dec. 4)

• Executive Order 34 - Gov. Matt Blunt declares a State of Emergency and directs the Missouri State Emergency Operations Plan to be activated due to severe weather that began on December 8, 2007. (Dec. 9)

• Executive Order 35 - Gov. Matt Blunt activates the state militia in response to the aftermath of severe storms that began on December 8, 2007. (Dec. 9)

• Executive Order 36 - Governor Matt Blunt gives the director of the Department of Natural Resources the authority to suspend regulations in the aftermath of severe weather that began on December 8, 2007. (Dec. 10)

• Emergency Declaration - Gov. Matt Blunt declares an emergency concerning the damage to and danger of the Jefferson Street Overpass, also known as State Bridge No. A1308, in Jefferson City and directs this Emergency Declaration to continue until the overpass has been removed and replaced. (Dec. 10)

• Executive Order 37 - Governor Matt Blunt designates members of his staff to have supervisory authority over certain departments, divisions, and agencies. (Dec. 26)

• Executive Order 38 - Gov. Matt Blunt extends Executive Order 07-01 to remain in effect until January 1, 2009. (Dec. 29)

• Executive Order 39 - Gov. Matt Blunt extends the declaration of emergency contained in Executive Order 07-34 and the terms of Executive Order 07-36 through February 15, 2008, for the purpose of continuing the cleanup efforts in the Missouri communities affected by severe winter weather that began on December 8. (Dec. 28)
