Secretary of State Denny Hoskins, Jackson County Director Tammy Brown Announce Removal of Illegal Voter in Jackson County

Partnership with Local Election Authorities Strengthens Voter Roll Integrity

JEFFERSON CITY, Mo. — Missouri Secretary of State Denny Hoskins today announced the removal of an illegal immigrant, who voted in the November 2024 election, from the voter rolls in Jackson County. The Secretary’s Office commends the swift action taken by the Jackson County Board of Election Commissioners, particularly Director Tammy Brown, for promptly investigating the report and removing the individual from Missouri’s voter rolls in accordance with state and federal law.

“Missouri law is clear: only United States citizens are eligible to register and vote in our elections,” said Secretary Hoskins. “It is neither acceptable nor legal for a non-citizen to vote. I commend our local election authorities for their hard work in maintaining clean, accurate voter rolls that protect the integrity of Missouri’s elections.”

The registration and potential voting activity of non-citizens violates both the Missouri Constitution, Article VIII, Section 2, which states that: “Only citizens of the United States...who are residents of Missouri...are entitled to vote,” and Section 115.133.2, RSMo, which affirms that only U.S. citizens may be registered as voters. Additionally, any non-citizen who registers or votes unlawfully may be in violation of federal law, including 18 U.S.C. § 611, which prohibits voting by aliens in federal elections.

“The Jackson County Board of Election Commissioners takes our responsibility in maintaining accurate voters rolls very seriously,” said Director Brown. “We want the voters in Jackson County to be assured we are dedicated to keeping our voter roles as clean as possible and are dedicated to running fair and accurate elections in accordance with federal and state laws.” 

This removal reflects ongoing efforts by the Secretary of State’s Office to work in close partnership with Missouri’s local election authorities (LEAs) to identify ineligible registrations and maintain up-to-date voter rolls. The Office is also coordinating with federal partners and other states to gather audit resources—including lists from immigration authorities, jury recusal data, and interstate cross checks—to support LEAs in detecting and removing ineligible voters.

“This case underscores the importance of collaboration and vigilance at every level of election administration,” Secretary Hoskins added. “I thank Director Tammy Brown and the Jackson County Board of Elections for their timely response, and I applaud election officials across Missouri for their continued dedication to voter roll maintenance and election integrity.”
