Missouri’s Safe at Home Program Celebrates 18 Years of Protecting Survivors

JEFFERSON CITY, Mo. — Missouri Secretary of State Denny Hoskins today announced the 18th anniversary of Missouri’s Safe at Home program, a confidential address service that helps protect survivors of domestic violence, sexual assault, stalking, human trafficking, and other crimes. Since its creation in 2007, Safe at Home has empowered thousands of Missourians to rebuild their lives while keeping their home addresses private.

This year, the program marks a major milestone with 4,209 current participants—including both adults and children. Since its inception, Safe at Home has served over 11,000 Missourians, offering them security and peace of mind in everyday life. In just the past 12 months, the program welcomed 1,163 new participants, and compared to this time last year, it is serving 364 more individuals and 163 more families.

“For 18 years, Missouri’s Safe at Home program has been a lifeline for survivors across our state,” said Secretary Hoskins. “The program allows families to live, work, and go to school without fear that their physical address will be used to locate them. We are proud to continue providing this vital service that offers security, stability, and hope.”

Administered by the Secretary of State’s Office, Safe at Home provides participants with a substitute mailing address that can be used for most legal, government, and personal purposes. Under Missouri law (RSMo §§ 589.660–589.681), all state and local government agencies and the courts must accept the Safe at Home substitute address in place of a participant’s actual residence. This ensures participants can safely interact with schools, law enforcement, child support enforcement, and the courts. While private businesses and organizations are not legally required to accept the substitute address, many choose to honor it voluntarily in support of survivor safety.
