Missouri Securities Commissioner selected for national leadership role on Securities Law Modernization Committee

JEFFERSON CITY, Mo. - Missouri Securities Commissioner Michael O’Donnell has been appointed co-chair of a national committee tasked with reviewing and modernizing the Uniform Securities Act, the model law that guides state securities regulation across the country.

The appointment was made by the North American Securities Administrators Association (NASAA), the organization representing state and territorial securities regulators in the United States, Canada, and Mexico. O’Donnell will serve as co-chair of NASAA’s newly established Uniform Securities Act Committee alongside Leslie Van Buskirk of Wisconsin, NASAA’s most recent past president.

The Uniform Securities Act serves as the foundation for securities regulation in most states, including Missouri. NASAA’s review comes at a time of rapid change in financial markets, as emerging technologies, new investment products, and evolving market structures present both opportunities and risks for investors.

“Missouri was among the first states to adopt the 2002 revision of the Uniform Securities Act, which gives us a practical perspective on what works well and where updates are needed,” O’Donnell said. “It’s an honor to represent Missouri in this national leadership role and to collaborate with regulators across the country on thoughtful, measured updates that strengthen investor protection and reflect today’s markets.”

Missouri Secretary of State Denny Hoskins said O’Donnell’s appointment underscores Missouri’s longstanding role in securities regulation and its commitment to protecting investors.

“Serving as co-chair of a national committee reviewing the Uniform Securities Act is an important responsibility,” Hoskins said. “Commissioner O’Donnell brings valuable experience from the private sector, the legislature, and state government. His selection reflects Missouri’s reputation for professionalism, sound regulatory judgment, and a commitment to fair and transparent markets.”

The NASAA Uniform Securities Act Committee will conduct a comprehensive review of the model law, engaging securities regulators from across the United States as part of a broader national modernization effort.
