Missouri Secretary of State Confirms House Bill 1’s Missouri First Congressional Map
Remains in Effect Following Supreme Court Ruling
JEFFERSON CITY, MO — The Missouri Secretary of State today confirmed that the Missouri First Map remains in effect following a recent decision by the Supreme Court of Missouri. The new congressional map will be fully enforced.
On May 12, the Court issued rulings affirming the validity of House Bill 1, including the congressional district plan adopted by the Missouri General Assembly during the 2025 Special Session. The Court further clarified the filing of referendum petitions did not automatically suspend the law.
“As Missouri’s chief elections official, my priority is protecting the integrity of the elections process,” said Secretary of State Hoskins. “The Supreme Court’s decision provides important guidance, and we are directing all local election authorities to follow the letter of the law and proceed under the provisions of House Bill 1.”
The Secretary of State’s Office has issued formal guidance to local election authorities statewide, instructing them to continue election preparation activities—including candidate filing, ballot programming, and precinct assignments—based on the congressional districts established under House Bill 1’s Missouri First Map.
Maintaining uniform election administration across Missouri’s local election jurisdictions is critical to ensuring voters experience a smooth and orderly election process.
