EXECUTIVE ORDER
82-7

By virtue of the authority vested in me by Sections 26.500 through 26.540, RSMo 1978, I, CHRISTOPHER S. BOND, GOVERNOR OF THE STATE OF MISSOURI, do hereby proclaim the following reorganization order:

WHEREAS, the Disaster Planning and Operations Office, Civil Defense is responsible by statute and executive order for coordination of planning, mitigation, response and recovery in Missouri from the effects of all emergency and disaster occurrences and conditions, including enemy attack, natural and man-caused disasters; and,

WHEREAS, the federal government has recognized the need for coordinated management of federal personnel and resources in emergency and disaster conditions, and therefore created the Federal Emergency Management Agency as the organization for emergency management response for the nation and the several states; and,

WHEREAS, the designation "Emergency Management Agency" also better describes and identifies the mission of the central emergency agency for the State of Missouri; and,

WHEREAS, Reorganization Plan No. 3 of 1982 was submitted to the second regular session of the Eighty-first General Assembly on the 25th day of January, 1982, and not disapproved within sixty days thereafter;

NOW, THEREFORE, IT IS ORDERED THAT the following plan of reorganization shall take effect on August 13, 1982 and shall be published together with the laws adopted by the Eighty-first General Assembly in its second regular session:

  1. The Disaster Planning and Operations Office, Civil Defense is redesignated as the State Emergency Management Agency, in recognition of the full range of emergency response responsibilities charged to said agency.
  2. There is no change implied or directed in the responsibilities and management of the State Emergency Management Agency as specified in Chapter 44, RSMo 1978.
  3. All powers, duties and responsibilities of the Disaster Planning and Operations Office, Civil Defense shall be transferred to the State Emergency Management Agency.
