WHEREAS, the State Director, Disaster Planning and Operations Office, Civil Defense, Office of the Adjutant General, has advised me that a natural disaster of major proportions has occurred in several counties of north Missouri; that damage to and loss of property has resulted from severe flooding and erosion of soil, crops and public roads, streets and bridges, which has created an economic emergency situation for farmers as well as county government from April 19, 1982 to July 16, 1982 and that the welfare of the inhabitants thereof require an invocation of the provisions of Section 44.100, RSMo 1978.

NOW THEREFORE, I, CHRISTOPHER S. BOND, GOVERNOR OF THE STATE OF MISSOURI, by virtue of the authority vested in me by Section 44.100, RSMo 1978, do hereby declare that a state of emergency exists in several counties of northern Missouri, and that said counties are hereby declared to be disaster areas, and do hereby authorize that the approved Missouri Comprehensive Emergency Preparedness and Disaster Relief Plan be activated, and do further authorize the use of such agencies, personnel and equipment of the State as may be necessary for the preservation of life, property and the restoration of public facilities in those counties.

IN TESTIMONY WHEREOF, I have hereunto set my hand and caused to be affixed the Great Seal of the State of Missouri, in the City of Jefferson, this 20th day of August, 1982.
