WHEREAS, the State of Missouri is desirous of creating job opportunities for Missourians by all means, including the encouragement of foreign investment through the Department of Economic Development; and
WHEREAS, one of the major concerns of foreign businesses in deciding where to locate is the ease with which proper visas can be obtained; and
WHEREAS, the United States Department of Justice, Immigration and Naturalization Service, have kindly offered their fullest cooperation in this endeavor.
NOW, THEREFORE, the parties agree as follows:
1. The District Director of the United States Immigration and Naturalization Service, located in Kansas City, Missouri, will assign a high level supervisor to provide training and guidance to designated staff of the Department of Economic Development to instruct them in the proper procedure for obtaining visas.
2. At the request of the Department of Economic Development, the United States Immigration and Naturalization Service will assign a high level supervisor to advise the management team of international corporations to enable them to obtain visas for visits to Missouri for operations relating to plant relocations to Missouri.
3. The Department of Economic Development will offer full cooperation to the Immigration and Naturalization Service in certifying that petitions forwarded through the department are genuine
4. The District Director of the United States Immigration and Naturalization Service will offer a turnaround time of ten days for petitions which are referred from the Department of Economic Development.
IN CONSIDERATION WHEREOF, the Governor of the State of Missouri and the District Director of the United States Department of Justice, Immigration and Naturalization Service, affix their signatures this 5th day of February, 1988.
