Executive Order 89-2
Gov. John Ashcroft extends the Governor's Advisory Council on Productivity to reflect the continuing work of the council as created by Executive Order 85-1. (Feb. 1)
Executive Order 89-3
Gov. John Ashcroft declares that an emergency exists due to ice blockage of the Missouri River at St. Joseph. The Adjutant General is ordered and directed to call into active service any state militia deemed necessary to support civilian authorities. (Feb. 7)

Executive Order 89-4
Gov. John Ashcroft declares the counties of McDonald, Barry, Newton, Jasper, and Lawrence to be disaster areas due to heavy snow and directs the Missouri Comprehensive Emergency Preparedness and Disaster Relief Plan be activated. (Mar. 9)

Gov. John Ashcroft directs state agencies to develop and implement a statewide system to provide early intervention services for children with disabilities. (May 24)
Executive Order 89-6
Gov. John Ashcroft orders all state agencies to use ethanol blended fuel in state-owned vehicles. State law enforcement and public safety vehicles are exempt. (July 5)
