EXECUTIVE ORDER
91-02

WHEREAS, The President of the United States deemed it necessary to demonstrate to the world the readiness, strength and purpose of a unified free people during the Persian Gulf crisis in Operation Desert Shield/Storm by call to duty of members of the National Guard of the United States, and

WHEREAS, by Presidential Executive Orders dated August 22, 1990, "Ordering Selected Reserves of the Armed Forces to Active Duty," and dated January 18, 1991, "Ordering the Ready Reserve of the Armed Forces to Active Duty," and 10 USC 673 and 10 USC 673b, members of the Missouri National Guard were ordered into active Federal service, or as volunteers under 10 USC 672d were activated and deployed in direct support of Operation Desert Shield/Storm, and

WHEREAS, the members of these Missouri National Guard units have served with fortitude and resourcefulness and whose defense of liberty and their devotion to duty during this crisis are most deserving of recognition by the State of Missouri.

NOW, THEREFORE, I, JOHN ASHCROFT, GOVERNOR OF THE STATE OF MISSOURI, by virtue of the authority vested in me by the Constitution and laws of the State of Missouri, do hereby proclaim the establishment of the MISSOURI NATIONAL GUARD SERVICE RIBBON FOR OPERATION DESERT SHIELD/STORM service to be awarded for a period of satisfactory Federal Service under the Executive Orders and public laws quoted above. I further authorize The Adjutant General of Missouri to procure and award this ribbon to those persons eligible through administrative procedures to be established by his office.
