WHEREAS, it is the policy of the United States, under the authority of the National Environmental Education Act of 1990 and acting through the Environmental Protection Agency, to establish and support a program of education on the environment, for students and personnel working with students, through activities in schools, institutions of higher education, and related educational activities, and to encourage post-secondary students to pursue careers related to the environment, and

WHEREAS, it is necessary to designate a state agency primarily responsible for developing grant proposals for Environmental Protection Agency funding under the National Environmental Education Act of 1990,

NOW, THEREFORE, I, JOHN ASHCROFT, GOVERNOR OF THE STATE OF MISSOURI, by virtue of the authority vested in me by the Constitution and laws of the State of Missouri, do hereby declare that:

The Missouri Department of Natural Resources is designated as the lead agency in developing grant proposals from state supported institutions, state agencies, and local subdivisions for Environmental Protection Agency funding under the auspices of the National Environmental Education Act of 1990.

IN WITNESS WHEREOF, I have hereunto set my hand and caused to be affixed the Great Seal of the State of Missouri, in the City of Jefferson, on this 23rd day of March, 1992.
