EXECUTIVE ORDER
93-07

WHEREAS, Trans World Airlines (TWA) is one of Missouri's premiere corporate citizens; and

WHEREAS, TWA contributes a disproportionately high level of non-payroll spending for goods and services in Missouri as a result of its hub residence in St. Louis and its maintenance base in Kansas City; and

WHEREAS, almost thirteen thousand people are employed by TWA within the state; and

WHEREAS; these employees occupy well-paying jobs which require high skills, the type of jobs pivotal to the state's economy; and

WHEREAS, in my Jobs 2000 plan, I stressed the importance of retaining and strengthening the state's existing economic base; and

WHEREAS, an economic impact model developed by the US Army Corps of Engineers states that the presence of TWA annually contributes over $4.3 billion in sales volume and over $1.1 billion in income for Missouri; and

WHEREAS, my prior appointment of the "Governor's Task Force on TWA" underscores this administration's resolve to provide a sound corporate environment for the airline;

NOW, THEREFORE, I, Mel Carnahan, Governor of the State of Missouri, by virtue of the authority vested in me by the Constitution and laws of the State of Missouri, hereby issue the following order;

EACH DEPARTMENT of the executive branch of Missouri government shall draft an internal procedure for encouraging its employees to utilize TWA when travel by flight is required for state business. A copy of these procedures for each department shall be forwarded within fourteen days of the signing of this order to the Commissioner of the Office of Administration. The content of each shall apply to out-of-state airline travel as well as, when necessary, airline travel within Missouri. Mechanisms developed by each department must comply with purchasing practices of the state as mandated by statute and regulation. The Office of Administration, through the Division of Purchasing, shall study the feasibility of advance ticket purchases from TWA.
