WHEREAS, floods and rapid runoff, commencing
on, September 22, 1993, were experienced throughout the following counties
in Missouri as a result of extremely heavy rains: Nodaway, St. Louis,
St. Louis City, Jefferson, Crawford, and Washington. This flooding and
associated runoff has produced serious and extensive damage to both private
and public property. As a consequence, this State has sustained severe
damage to its road systems which include bridges, roadbeds and other facilities.
Damage occurred on the Federal-aid system; and
WHEREAS, damage throughout these counties in
the State has been of such an extent that immediate repairs were necessary.
Such conditions constitute an emergency as is contemplated by the terms
of Sections 125 and 120(f) of Title 23, U.S.C.;
NOW, THEREFORE, I, Mel Carnahan, Governor of
the State of Missouri, by virtue of the authority vested in me by the
Constitution and laws of the State of Missouri, do hereby order that an
emergency exists throughout these counties in the State as a result of
flooding and runoff conditions and consequent danger of life and damage
to property including highway and bridge facilities on the Federal-aid
highway system. The immediate repair and reconstruction of the damaged
highways is vital to the security, well-being and health of the citizens
of the State of Missouri; and the Secretary of Transportation of the United
States is hereby requested to concur in the declaration of this emergency.
