have been advised by the State Director, Emergency
Management Agency, Office of Adjutant General,
that a natural disaster of major proportions
has occurred in the Northern Missouri Counties
affected by severe icy conditions; and
to and loss of property and interruption of
public services occurred as a result of the
severe weather and icy conditions on December
6 and 7, 1994; and
of the safety and welfare of the people of
Missouri and their property required an invocation
of the provisions of Section 44.100, RSMo
I, Mel Carnahan, Governor of tlie State of
Missouri, by virtue of the authority vested
in me by Section 44.100, RSMo 1986, do hereby
declare that a State of Emergency exists in
the State of Missouri. The aforementioned
counties are hereby declared to be disaster
areas, and I do hereby direct the Missouri
State Emergency Operations Plan be activated.
I further authorize the use of selected state
agencies to provide support to the affected

Department and the Department of Corrections
to provide equipment and personnel to support
