EXECUTIVE ORDER
96-07

WHEREAS, the Missouri General Assembly approved and entered into a certain compact with the State of Kansas known as the Kansas and Missouri Metropolitan culture district Compact; and

WHEREAS, the Missouri General Assembly by entering into said Compact pledged faithful cooperation to and with the State of Kansas in the future planning and development of a metropolitan culture district, holding in high trust for the benefit of its people and of the nation, the special blessings and natural advantages thereof; and

WHEREAS, the Missouri General Assembly by entering into said Compact stated it desired common action with the State of Kansas to fully utilize and improve Kansas and Missouri cultural facilities, coordinate the services of Kansas and Missouri cultural organizations, enhance the cultural activities of their citizens, and achieve solid financial support for such cultural facilities, organizations and activities; and

WHEREAS, the Missouri General Assembly by entering into said Compact with the State of Kansas declared that it is the policy of Missouri to realize such desires on a basis of cooperation with one another, thereby serving the best interests of their citizenry and effecting economies in capital expenditures and operational costs; and

WHEREAS, the Missouri General Assembly upon entering into said Compact with the State of Kansas declared that the purpose of the Compact was to provide for the creation of a metropolitan culture district as the means to implementation of the policy therein declared with the most beneficial and economical use of human and material resources; and

WHEREAS, public and private sector leaders in Missouri have expressed a desire to establish a committee to identify, examine and establish appropriate project proposals to be achieved by and through the bistate Metropolitan Culture District Compact in conjunction with a similar and simultaneous process by public and private sector leaders in Kansas;

NOW, THEREFORE, I, Mel Carnahan, Governor of the State of Missouri, by virtue of the authority vested in my by the Constitution and laws of the State of Missouri, do hereby establish a Metropolitan Culture District Compact Advisory Committee to review current bistate proposals, the existing enabling legislation, and to seek public input in order for the Committee to recommend and rank by priority project proposals to the appropriate county governing bodies. Said Committee shall consist of the Mayors of Kansas City and Independence, the Jackson County Executive, one at large member to be appointed by the Mayor of Kansas City, one at large member to be appointed by the Jackson County Executive, and five at large members to be appointed by the Governor. The membership of the advisory Committee established pursuant to this Order may be expanded at any time at the discretion of the Governor. The members shall serve without compensation.
