EXECUTIVE ORDER
96-09

WHEREAS, I have been advised by the State Director, Emergency Management Agency, that a natural disaster of major proportion has occurred in several counties in the Southwest, Central and Eastern portions of the state due to high winds, and in the County of Jefferson due to heavy rains and flooding; that the safety and welfare of the inhabitants of the affected counties require an invocation of the provisions of Section 44.100, RSMo;

NOW, THEREFORE, I, Mel Carnahan, Governor of the State of Missouri, by virtue of the authority vested in me by Section 44.100, RSMo, do hereby declare that a state of emergency exists in the State of Missouri and that each jurisdiction officially requesting assistance is hereby declared to be a disaster area, and do hereby authorize that the approved Missouri State Emergency Operations Plan be activated and do further authorize the use of such agencies, personnel and equipment of the State as may be necessary for the preservation of life, property and the restoration of public facilities in those counties.

FURTHERMORE, I do specifically authorize and order the Director of the Department of Natural Resources, the State Highway and Transportation Commission, the Director of the Division of Family Services, the Missouri Conservation Commission, the Director of the Department of Health and the Director of the Department of Public Safety or their designees to utilize personnel and equipment of their respective agencies in support of local government as may be deemed appropriate under the circumstances during the period in which this order is effective.

THIS ORDER shall terminate on May 28, 1996, unless extended in whole or in part.
