WHEREAS, I have been advised by the Director, State Emergency Management Agency that thunderstorms and flash flooding is and will occur throughout Missouri counties due to severe storms and flash flooding beginning April 3, 1999, and continuing; and
WHEREAS, there has been loss of life in Madison County; and
WHEREAS, significant flooding has and is occurring throughout Southeast Missouri with the potential of causing significant flooding problems; and
WHEREAS, high winds and reported tornados occurred throughout Southwest and South Central Missouri as the storm system moved through the state; and
WHEREAS, the potential for damage and loss of property and interruption of public infrastructure could occur as a result of the severe weather and flash flooding beginning April 3, 1999, and continuing; and
WHEREAS, protection of the safety and welfare of the citizens in the affected communities and their property requires an invocation of the provisions of Section 44.100, RSMo;
NOW, THEREFORE, I, Mel Carnahan, Governor of the State of Missouri, by virtue of the authority vested in me by the Constitution and laws of the State of Missouri, do hereby declare that a State of Emergency exists in the State of Missouri. The counties suffering from thunderstorms and flash flooding damages are hereby declared disaster areas, and I do hereby direct that the Missouri State Emergency Operations Plan be activated. I further authorize the use of state agencies to provide support to the affected areas.
This order shall terminate on May 3, 1999, unless extended in whole or in part.
