EXECUTIVE ORDER

WHEREAS, the motor carrier industry is vital to the economy of the state of Missouri and enhances the value of the state's central location in enhancing the productivity and marketing of businesses located in the state; and

WHEREAS, the Missouri Department of Revenue, the Missouri Department of Economic Development, the Missouri Department of Natural Resources and the Missouri Department of Transportation each bears various responsibilities for the registration and regulation of motor carriers in the state of Missouri; and

WHEREAS, the safety and prosperity of Missourians can be promoted by the reduction of duplication and inconsistency between the four departments in regulating the motor carrier industry; and

WHEREAS, there is considerable overlap between the types of information and documentation that motor carriers must provide to the four departments of state government in order to fulfill their various responsibilities that increases the cost of compliance with these regulations; and

WHEREAS, the safety of the motoring public is enhanced by cost-effective and efficient regulation of the motor carrier industry; and

WHEREAS, the four departments mentioned above have signed a Memorandum of Understanding to improve the efficient and economical regulation of the motor carrier industry by "a streamlining of registration and regulatory processes, by a consolidation of registration and regulatory responsibilities and by the sharing of relevant registration and regulatory information" by the four departments involved; and

WHEREAS, the four departments mentioned above will continue their cooperative efforts to increase voluntary compliance while reducing the cost of compliance;

NOW, THEREFORE, I, BOB HOLDEN, GOVERNOR OF THE STATE OF MISSOURI, by virtue of the authority vested in me by the constitution and the laws of the state of Missouri, do hereby direct and support the efforts of the Missouri Department of Revenue, the Missouri Department of Economic Development, the Missouri Department of Natural Resources and the Missouri Department of Transportation to work together and with affected industries to achieve the following:

By July 1, 2001, develop a common registration process and Internet registration application among the four state agencies to provide regulatory services to the motor carrier industry;

By January 1, 2002, develop a plan toward the ultimate consolidation of the motor carrier services provided by these agencies; and

By January 1, 2003, develop a single motor carrier services office in Jefferson City, Missouri through co-location for the joint provision of regulatory services within the motor carrier industry;
