WHEREAS, by my Proclamation dated August 22, 2011, I convened the Ninety-Sixth General Assembly of the State of Missouri in the First Extra Session of the First Regular Session; and
WHEREAS, the Proclamation granted to the general assembly the authority to enact legislation that would move Missouri's presidential primary to the first Tuesday after the first Monday in March of each presidential election year; and
WHEREAS, a presidential primary process best reflects the traditional tenets of our democratic electoral system and embraces voter participation; and
WHEREAS, transparency and accountability must be the foundation of the process used to nominate presidential candidates; and
WHEREAS, the President Pro Tem of the Missouri State Senate has requested that the special session call be expanded as it relates to Missouri's presidential primary; and
WHEREAS, Missouri's role in the presidential nomination process must be an inclusive system, which encourages the public's participation, and has a meaningful effect on the selection of presidential nominees; and
WHEREAS, the need to address Missouri's 2012 presidential primary is an extraordinary occasion as envisioned by Article IV, Section 9 of the Missouri Constitution.
NOW, THEREFORE, I, JEREMIAH W. (JAY) NIXON, GOVERNOR OF THE STATE OF MISSOURI, pursuant to the authority vested in me as Governor by the Constitution of the State of Missouri, do hereby amend the matters specifically designated and limited for consideration by the General Assembly in my August 22, 2011 Proclamation and September 6, 2011 Special Message to add to those matters the following additional specifically designated and limited matter. The additional specifically designated and limited matter on which the action of the General Assembly is deemed necessary is as follows:
