Background

• The Missouri State Highway Patrol reported over 38,000 incidents of domestic and sexual violence in the 2009.  Nationally, the U.S. Department of Justice estimates only about half of the incidents of intimate partner violence are reported to law enforcement.

• The Safe at Home address confidentiality program provides survivors of sexual assault, rape, stalking and domestic violence a substitute mailing address through the Secretary of State's office. The Secretary of State's office will forward participants' first class mail, certified mail and court documents to help keep their location confidential.

• In addition, it allows participants to use the substitute address on their government records and public filings, keeping assailants from using current government documents to locate their victims.
