OFFICIAL BALLOT TITLE AS CERTIFIED BY
SECRETARY OF STATE

Shall the Missouri Constitution be amended to:

  • prohibit the legislature from repealing, amending, or overriding voter-approved initiatives without referring the change to voters by an eighty percent vote;
  • prohibit legislative changes to the initiative and referendum process;
  • require votes on such measures at general elections unless a special election is approved by eighty percent of legislators and the governor;
  • require courts to promptly rewrite misleading ballot titles;
  • maintain existing signature and vote thresholds for initiative and referendum petitions; and
  • declare the section self-executing and severable, with all provisions interpreted to strongly protect the people’s initiative and referendum powers?

  • prohibit the legislature from weakening the initiative and referendum process, including by raising signature thresholds, shortening deadlines, restricting subjects, or increasing vote requirements; 
  • bar any legislative act or amendment that changes a voter-approved initiative unless eighty percent of both legislative chambers approve;
  • nullify any law or amendment violating these rules;
  • require all statewide measures be voted on at general elections unless eighty percent of both chambers approve a special election;
  • require fair, unbiased ballot summaries; and
  • reaffirm existing signature and vote requirements for initiative and referendum petitions, including citizen standing to challenge violations?

Shall the Missouri Constitution be amended to:

  • set a $15 minimum wage starting January 1, 2027, with annual automatic increases for inflation;
  • impose a new paid sick leave mandate on private employers;
  • exempt state and local government employers from all such obligations;
  • authorize enforcement through lawsuits and new regulations;
  • prohibit the legislature from clarifying these mandates; and
  • allow local governments over 10,000 in population and all counties to enact more costly wage or leave standards?

State and local governmental entities estimate no costs or savings. State and local government tax revenue could decrease by an unknown annual amount depending on business decisions.

  • require that any legislative change to a voter-approved initiative be referred to voters if supported by at least eighty percent of each legislative chamber;
  • limit the legislature’s ability to enact laws or amendments affecting the initiative and referendum process;
  • require statewide measures to appear on general election ballots unless a special election is authorized by the governor and a supermajority of the legislature;
  • direct courts to revise ballot titles determined to be misleading; and
  • specify that a simple statewide majority of votes is sufficient to pass a citizen-initiated measure?
